Well i think the only way (and is not very elegant since you allow the
same elements at two different level of the tree, but in TEI there are
a lot of similar situations) is to put those elements inside
<standOff> content model and gently deprecating the actual usage... In
the end a simple xslt would do the job of moving them inside the new
container.
