[tei-council] validation of spec files

You're right -- it works for me now, as well. I can only assume that 
tei.it.ox.ac.uk  (as it occasionally does) had fallen over last night, 
and has now recovered itself.

As to the proposed change, I think that action is still pending 
discussion. Maybe a ticket is needed?
