It very much depends where you might want to go. There are several interlocking bus systems: Durham, Chapel Hill, and Raleigh each has its own, and then there's a Triangle-wide bus system. Getting around by car is easy, and parking is usually plentiful. You'll pay to park on places like university campuses, but otherwise it'll be free. 

I'd say if you want to explore, get a car. If you'll be happy sticking with downtowns, the buses are fine. I'm planning to rent a passenger van to transport us to Duke, dinner, etc.
