[tei-council] changing TEI XSL stylesheets

Kudos to Syd! he found his way nicely around the problem of looping calls to template which
processes <desc> and chums.

I am not sure there is a moral here. The problem was solvable relatively
easily once the right templates were found, but the way they interacted was not obvious.
It is not (yet) clear how this could all have been much easier.
