[tei-council] draft: email to TEI-L for proofing TEI P5

Looks good to me. I might be inclined to suggest more clearly that 
people read the changed sections and proof the text for typos; that's 
the stuff that most often shows up immediately after a release, when 
Jens and others with attention-to-detail skills get to work on it.
