[tei-council] Release guidelines

Ah -- when you asked whether Oxygen could handle relative paths, I 
assumed you meant on local filesystems. I have no idea whether it can 
handle them when opening a document from the Interwebs (although I see 
no reason why it shouldn't). We should ask George about this.
