[tei-council] Electing a TEI Technical Council Chair for next year.

FWIW, I cannot recall ever disagreeing with Sebastian, and I am
happy to agree with him once again (both in favor of openness,
and in the idea of simply ranking people -- dismaying as that may
turn out for those of us who come out at the bottom of the ranking).

But if we go for an elaborate double-authenticated secret polling system
instead, I'm fine with that.
