[tei-council] Electing a TEI Technical Council Chair for next year.

An alternative to this system being proposed is that  we should each
rank all the other members of the Council in order of our preference of
their being chair. So instead of people volunteering to stand or not, we all
agree to do it if asked by our peers.

I don't expect anyone to agree with me, but thought
I'd mention that there are other ways of finding a chair....
