[tei-council] Electing a TEI Technical Council Chair for next year.

Hi James,

thanks for supporting this 'bureaucracy'. But, call me paranoid, I don't think it's a good idea for someone standing for election to conduct the ballot him/herself. I know you just want to take the labour on yourself but for your own safety you should delegate that to someone else. Imagine by any chance you forget to write down a candidate's name and nobody notices in time …
Of course, that postpones the problem to electing the returning officer, but heck, I think that volunteer can simply be picked by the chair.
