[tei-council] Permissions for use of images. Was: Drafts of new Guidelines sections

I agree w/ Martin about using .zip (or .tgz, or whatever) for this. 

And I'm perfectly happy with the "all in Images/" idea. I do want to
suggest an alternative, though. There are already over 50 images in
Images/, and likely more to come. Perhaps the permission files should
be stored in a sibling directory?
   Images/whatever_01.png
   Images/whatever_02.png
   Permissions/whatever.zip

The only problem I foresee is that, when we start adding audio and AV
to the Guidelines, we'll have to be careful to avoid naming
collisions in the Permissions/ directory.
