I agree. I suggest that a quick way to get out of the chicken-and-egg
problem is to advertise contact information on
http://www.tei-c.org/Tools/I18N/ for anyone interested in contributing
to the effort.
Once we do that, I'll also add a section on i18n at
http://www.tei-c.org/Guidelines/participation.xml .
