[tei-council] Abbreviated pointers, prefixDef etc.

Hi all,

I've finished the work arising out of <http://purl.org/tei/fr/3576367>, 
the Prefix Definition Proposal, and the results are now in the Jinks 
builds. Could you take a look at the results and let me know if anything 
needs changing or fixing? If all is OK, I can close the ticket (although 
I have an idea for a slight enhancement that I'll propose on another 
ticket once we have this one done).
