Yes, I am with you on this. The dependencies are not right,
so things are not getting rebuilt. I have added a "make clean"
to Oxford Jenkins, to force the right effect.

I think this is all me to blame, to be honest. I didn't think
through some of the eventualities when I attempted some
Makefile goodness in the summer.

I have stuck in a new faster way to validate HTML, 
which may even work.
