[tei-council] datatype of unclear/@reason

We set the value of this attribute to be data.word+, and then give examples liked "faded ink".

This can't be right. Either its
   * there can be many reasons, supply a tokenized lists
or
   * the datatype should be free text

Inclining to the former as per our usual arguments, I have regarded the request as corrigible,
and Just Went Ahead.
