[tei-council] biblstruct for patent citations: comments by 15 Oct. please

All,

During our meeting in Oxford we set aside a ticket on changes requested 
for <biblStruct> in order to use it to encode patent citations:

I was scheduled to have a Skype conversation with the requestor (Javier 
Pose) after our meeting and thought that it would be best to wait till 
after then to consider this as a group.

Javier and I have now discussed it and my latest recommendation is on 
the ticket.  While a few alternative encodings have been considered 
throughout past discussion on the ticket, Javier said that he will 
accept the recommendation of Council on the specifics of the encoding. 
However, he would like to know as soon as possible what will make it 
into the Guidelines so that the European Patent Office can adapt their 
encoding to conform to the Guidelines.  The EPO is keen to be able to 
claim full TEI compliance and make use of the TEI instead of an 
alternative, and is required to release data by the end of the year.  So 
it would be good for us to help along their high-profile work.

Could we reach consensus on this by email?  Perhaps everyone could look 
and raise objections by Oct. 15; otherwise, I will implement the schema 
changes and get documentation from Javier.  If that's too rushed, 
perhaps Council can have a conf call sometime this fall?
