Yes, it's definitely shot. Tried it with the TEI Lite template P4 file 
from Oxygen and got the same result.

Since the underlying stylesheet (in svn at P4toP5/p4top5.xsl) seems to 
work ok, I assume this is a bug in the garage somewhere
