[tei-council] Build failed in Jenkins: TEIP5 #326

There's definitely something bad happening with my Jinks. I just updated 
it (to 1.464), and now all the site images are failing to show up, 
unless you log in as admin.

Today's a holiday, but I'll try to get this fixed as soon as I get back 
to work. Sorry about the lousy service.
