[tei-council] Build failed in Jenkins: TEIP5 #326

I have a nasty feeling this might be due to my Jinks running low on disk 
space. I'm going to cut back on the number of artifacts that it archives 
and see if that helps.

I'm about to start work on a new Jenkins-builder-script for the latest 
Ubuntu LTS, which is just about stable now, so that should result 
eventually in a better UVic Jenkins; I'll give it more disk space this 
time around.
