[tei-council] Build failed in Jenkins: TEIP5 #326

sometimes you'll see messages from Jenkins like this

This seems to be a function of the way we chain jobs together, and several pending jobs. So far as I can
see, it sorts itself out in due course. If Martin and I were, like, *really* clever we'd see how to avoid this
in Jenkins, but for now just let it pass
