[tei-council] per diem rate for Council meetings

Dear Council,

Several of you asked me to check that the rates I had mentioned 
were correct.  I've not emailed Sarah again, but here is her 
original message below.  I might note that Breakfast is included 
with the hotel, so perhaps that amount of money might be used 
towards dinner.

I've included the same system's rates for Oxford demonstrating 
that the state department eats well when abroad and barely when 
in Ann Arbor.

For Ann Arbor, 70% of $56 = $39
Breakfast | 25% = $10
Lunch | 35% = $14
Dinner | 40% = $15

For Oxford, 70% of $177 = $124
Breakfast | 25% = $30
Lunch | 35% = $44
Dinner | 40% = $50
