[tei-council] P5 releases: changes to boilerplate HTML code

I agree with Kevin and Gabby. For me, the problem is that the current
phrasing is missing a clear verb. "Switch", "go," "toggle," or
whatever action will take place when you click the button, is implied
rather than stated explicitly.

This makes it easy to incorrectly read other words in the phrase as
the verbs: "click here to compact" and "click here to format." I think
this is how one arrives at something like Kevin's interpretation
above.

Gabby's button solution seems the least ambiguous, and perhaps also
easiest to export to other languages, since you just need the two
labels, "XML view" and "Compact view." All syntactic messiness is
neatly avoided. But Kevin's suggestion seems perfectly clear to me as
well.
