I would say that's a corrigible bug. <att> and <tag> should behave in 
the same way -- it should be an open valList in both cases.

Probably <tag> and <gi> should have the same suggested vallist too.

Thanks for this splendid list, perusal of which will probably throw up 
many more such inconsistencies.
