[tei-council] Question about attribute definitions and descriptions

HI all,

As part of working on <http://purl.org/tei/BUGS/3455686>, I built myself 
this little table of TEI attributes, and how they're defined and described:

Could you take a look at rows 286 to 289 (it's OK, they're numbered), 
which all have @scheme attributes?

I'm a bit puzzled by the slight variation in descriptions (att/@scheme 
has "identifier" while the others have "name"), but more by the 
differences in the valLists. The first two are open and the last two 
closed. I can see why constraintSpec/@scheme should have a closed list, 
but I don't see why tag/@scheme should be. It seems to me that it should 
be open, like gi/@scheme.

Am I missing something?
