[tei-council] Bug: make geo declaring

No, you're right. When I wrote that email it looked much more like a 
consensus (at least that adding @decls to <location> was harmless) than 
it did by the time it hit the list.

I've added decls to geo, but not to location, for now, pending further 
discussion. Will look at the surrounding prose and report here what I 
think needs clarified/changed.
