[tei-council] minutes/release deadline

Oh gosh, that would mean going from anyone's wiki markup up to the TEI,
a pretty horrible job, don't do this to Martin, you brute... Or it would
mean Martin's diffing of the subsequent wiki versions against his XML
source, also a bleugh kind of activity.

As far as vandalism is concerned (David mentioned that), we can seal the
minutes page after it's pronounced ready, with possibly a notice that we
will harvest corrections from the discussion page.
