[tei-council] <licence> inside <availability>

Yes, I think I started the implementation of this ticket, and stalled. 
It happens.

Looking at the email list I see that on 25/4 I posted a message asking 
if anyone could suggest some example licencese to cite, which didnt seem 
to get any response. So that's probably what I was waiting for.
