[tei-council] <licence> inside <availability>

If you're looking for an example you could look at
http://www.nzetc.org/tm/scholarly/tei-BIM1376Ture.html which is CC
licensed. The TEI is accessible from the icon in the right-hand panel.
We do a particularly bad job of handling the licensing in our TEI XML.
