well, yes, you are over-simplfying :-}

<ptr type="embed"> would be fine, yes. So long as a) you agree that
<graphic> is syntactic sugar for that, and b) agree that conveying quite
different semantics by means of the presence of an unchecked type attribute is not ideal.
