[tei-council] Build errors locally, but not on Jenkins

I have added notes to the file on SF at Documents/Editing/tcw-editing.xml
on what the 3 Jenkins do, and added there also the config files of my setup

with a following wind, will do some good.

Jenkins users note that it makes wide use of plugins, which have their own lifecycle
and updates, as you'd expect. The Log Parser, Subversion and Copy Artifact plugins are essential,
but they are listed in the doc above
