[tei-council] proposal for a Scholarly Publishing SIG

Looks really good. And there's no need even to see Tite as metaphorical. 
It's pretty clear these guys are interested in something that works for 
them--exactly how customisations are supposed to work.

David, do you have a sense of how this might work in relation to the 
AAUP discussions? As I said earlier, so far all that has come out of 
that is that they are thinking of something and at some point might want 
to discuss it with us.

In addition to the interest of council members on joining this SIG, I 
still think it is probably a good idea to have a formal liaison. David?
