Not his comment, his encoding -- he uses <p> for a caption.

While I agree we need to get moving on the linking-to-images stuff
(about which I hope to post a bit tonight), it seems to me changing
from <p> to <ab> is pretty darn trivial. (After all, both are already
permitted in the content, there is only 1 occurence in the prose to
change, and only 2 examples that have <p> inside <figure> to change.)
