to add explanation on the difference w3c/iso in the prose (it's already 
in the specs).

MD and AC are hoping to put together a meeting soon (in London?) of MD, 
Oxfordians, Londoners, and Alex Czmiel to work further on the proposal 
once participants have put it to the test of encoding real data. -->
