But what about our hypothetical english <p> = language x <q>? If you
change the tagnames to accommodate that, you might have something less
than a complete internationalisation but something more than an
innocuous change.

But maybe it is a silly example: since q already exists in the TEI,
somebody contemplating a partial change would almost certainly want a
longer tagname: maybe <qa> or something so as not to conflict with p.

I wonder what if we isolated the case of changes that conflict directly
with english tei names (or extend an official i18n version) and proposed
that in those cases you need a separate namespace to stay conformant.
