[tei-council] Conformance draft: namespace purity

I would like to register my strong support for the pure namespace in its 
strict version, with different namespaces for translated vocabularies.

To me, this would belong to TEI Conformance, not just interchange, but I 
am willing to sit on the fence until the interchange is a bit more 
panned out.
