Is the only way to have all key attributes _be understood to_ point to a
specific place in the header, and that place have an xml:base ?  Would that
actually work?  (And then how does one do this if we want to have keys in
multiple external sources?, etc.)

Is there a RelaxNG way to validate such a thing?

I agree that this definitely needs more thought.  However, if a general solution
is found, it could apply to a lot more than the personographies, couldn't it?
