[tei-council] datatypes again: make data.key a URI

So long as you keep the data.key clearly defined for this purpose,
people can
always change its datatype if their resource is not URI-addressable.

as a local example, Lou, "rahtz" is a key into our LDAP, but is that
addressable
as  a URI?
