Thanks for the answers, you are right then, to users it must appear as a 
mirror site, whatever its actual function.  I'm of the opinion that if 
it is a mirror then all files should exist at both locations, and people 
should always be directed to the .org version.  (If one day Virginia 
want to do load balancing and direct people from Europe automatically to 
the UK version, then that might justify the existence of the UK 
version.)  But, is there really the need for a UK mirror?  I don't 
recall ever having a problem getting to the Virginia site or it being 
slow.  What is the point of it otherwise?  Perhaps we should create
http://dev.tei-c.org/ as a development site (hosted where-ever, perhaps
on the current www.tei-c.org.uk).
