[tei-council] release of tei on sourceforge

I have added a new File Release on Sourceforge, called "tei". This is a 
runtime set of DTD, Schema, and XSLT files
which provide a working TEI P4 and P5 (or so I claim :-}), packaged as a 
.tar.gz. The version number is the date.

Perhaps others could look and comment, and use this as partof the 
discussion about packaging the TEI?
