SOLAR script

SOLAR people, I located and corrected a bug in the submit script
that would return an error if all the fields _were_ filled (a
misplaced exit statement). It has been fixed, the script has now
been commented for some maintenance, and all is well in SOLAR
land.
To get the files from the SOLAR site, you can use an ftp client
or download them with the download command at the unix prompt
by using "download [filename(s)]". They are all text files.
