[adhoc] higher math

Harold reminds me that in earlier discussion of adho income
distribution, we had agreed to base it on income rather than on the
number of subscriptions (in order to encourage chapters to sign up
library subscribers in their region). He'll run the numbers on that,
or I will, and we'll see how that affects the SC membership and
income distribution, so stay tuned.
