[adhoc] 2007 conference bid

As far as I know (or Lorna knows), no one else is planning to bid for
the 2007 conference, so I'll put this informal bid before the
steering committee, on behalf of UIUC:

NCSA will provide space and some financial support: GSLIS will
provide the cadres of helpful students. I am afraid I can't promise
anything to match tubing on the James River, but we'll do what we
can. Should the conference protocol be approved in Victoria, it will
be this body (the ADHO Steering Committee) that makes the final
decision on the bid. I will, of course, recuse myself from that vote.
