[tei-council] TEI Council Chair Elections 2015

Objectively speaking, the Council chair is a project management role. People who think they
are a) good at that, and b) have some capacity to donate, should stand. 

if anyone says “oh I thought we used an agile methodology, that doesn’t need management”,
I expect there’s a MOOC available to teach them the error of their ways…..
