The current proposal for the standoff element is actually quite different:
<stdf> (standoff) is made member of model.resourceLike allowing for autonomous annotation documents. In this scenario (where no <text> or other resourceLike is present) the teiHeader provides meta data about the standoff element. For all other scenarios there is a separate metadata section (!) within the standoff element. See [1] and [2]
