[tei-council] New admins for SourceForge

I don't think it's necessarily a requirement to be on Council, but I think it would be important that an admin be to some extent in touch with the quotidian churn of guidelines-editing. Will you stay active after you leave Council? (Please do if you can.)

There's very little to do, really. I think adding Hugh is the only admin-like thing I've done in months.
