[tei-council] SF Tickets: Remember to close

Just a reminder that if you have implemented a sourceforge ticket 
for this release then please do close the ticket.  Even better if 
you do it with a comment of something like:

Implemented at [r13017]

(Since SF will turn that [r13017] into a link to the code 
repository at that release.)

Also: Remember to add things to the release notes. If you want 
your work to be mentioned!
