[tei-council] Object Working Group

One of the actions from the previous meeting was the Object 
Working Group which we were supposed to comment on:

We had agreed it all in principal so unless I hear any shouts to 
the contrary I will remind Torsten etc. that we've agreed to it 
(and to possibly contributing to some expenses).
