[tei-council] The quotation/@form attribute has expired

Hi there,

I just committed some edits to the repo and the build failed because, in 
quotation.xml, <attDef ident="form" usage="opt" validUntil="2014-04-28">.

I've commented out the attDef, with an explanatory comment, in the 
source. I see no reason to delete it immediately, just in case it 
doesn't prove to be as simple as it should. If all builds according to 
plan, one of us can delete it completely the next time we come across it.
