[tei-council] attRef/@class not valid?

UVic Jenkins can’t have the latest stylesheets. If you compare the schemas (below) you
see that I have fixed the problem of duplicate IDs.

Why UVic stylesheet build has gone AWOL, god and jenkins alone know….
