[tei-council] Update of oXygen-ready distribution

Hi All,

first of all congrats to Peter for the great work :-)

I could not follow the release and give any help since I've been under
a terrible flu attack. I updated my Oxy with the new package to test
it I'll let you know if something is wrong with it.
