[tei-council] Stylesheets release, and how to make releases on new server

I'm still in the middle of working on extract-isosch.xsl ... by when
would you want it done? (I've just committed this afternoon to bug
468, but could get back to extract-isosche.xsl as early as this
evening; don't know how much is left, though.)
